If it's a consolation, an order placed in the UK by me to Spain still lingers for the 12th day "in transit" i.e. in customs... It's seems to work both sides.

Current thinking is that I might throw all the overlays for a particular scenario into one large SSO that one would access through the Terrain Changes interface, as opposed to asking people to place them all individually. That would let me get them done faster and ensure they get placed correctly.
