Work-around for disappearing counters and sticky counters.

For those who may not have figured this out: Expand the stack.

This seems to work most of the time. If a hex is particularly stubborn, drag the counters to another hex and do the work-around there and then drag them back.

Some disappearing examples: the disappearing residual fire counter, acquisition counter; any counter when two board edges meet. Often VASL does it right, placing said counter on the top of the stack. Other times, VASL puts the counter under the stack, so it disappears. As well, sometimes the counter is on top of the stack, but not part of the stack, which can be occasionally important.

An example of a sticky counter is the level counter. When one moves a collapsed stack with a level counter, the level counter stays behind. Expand the stack, drag it and the level counter moves with it.
