20.551 REARMING: Escaped SMC are always Armed. One attacking Unarmed
friendly unit of equal or smaller size is rearmed immediately for each
armed enemy unit it eliminated/captured in CC (or by any other means if no
other enemy unit is currently in the same Location
), but the unarmed unit is
replaced with a Green or Conscript squad/HS of its size and nationality (complete
with any inherent SW). An unarmed unit in the same Location with an
armed enemy unit that surrenders to a friendly armed unit can be immediately

I do not understand what this sentience is trying to say. Maybe this..

A friendly MMC is in Melee with an enemy MMC who is guarding a (friendly) Prisoner.
As it is Melee, the friendly Prisoner does avail himself of the opportunity to non-sequentially attack his un-broken Guard first in Melee. The Prisoner fails to harm the guard.
As all Prisoners have now non-sequentially attacked first, it is my reading that the remainder of the Vehicle free Melee becomes simultaneous. (right?)
The enemy MMC hurts no one. The friendly MMC eliminates the enemy MMC/Guard.
Yea, the once prisoner is now an unarmed friendly unit.
Is this newly freed Prisoner, who did not eliminated his own guard, armed by other means since no other enemy unit is currently in the same Location?

Yes this is one way an unarmed unit can rearm. Another way is for a guard and prisoner (not in Melee) to be attacked and the guard eliminated (CR/double break/etc.) while the prisoner survives (or at least some of them).

Note that the non-prisoner MMC could have attacked together with the prisoner to attack the Guard...

It's easy to miss, but A11.12 has "Units may attack any unit or combination of units in the same Location, so long as no unit ... is attacked more than once per CCPh."
I think in this case, if you attack first with the prisoners (A20.55), then the other MMC could not attack the guards. You could attack together and still get the sequential benefit; see the A20.55 Q&A in Klas's compilation that begins
A20.55 says “Prisoner CC attacks
