HIP THH without enemy AFVs?

I get confused reading the first line of G1.422.
”In a 1944-45 scenario in which at least some Japanese units set up onboard and there may be >= 1 AFV in the enemy OB...”

The use of ”may” leads me to think the restriction of at least one enemy AFV can be ignored.

In other words, can I use HIP THH in a scenario without enemy AFVs in the OB?

The wording with the requirement of an AFV was changed in the 2nd Edition of Chapter H. It says "may" to handle the odd cases when e.g., a player may choose an OB group that has an AFV

Thanks for making that clear Klas. So it is only in scenarios with variable OB that you may have THH and no opposing AFVs?

That strikes me as a poor change. The rule became poorly-worded, and therefore unclear generally, in order to clarify (allegedly) a specific corner case.

I guess the rule also covers 1944-45 DYO scenarios involving the Japanese where you don't know if the opposing side has AFV or not.
