The scenario uses overlays RR7,8,11 & 12, but the SRs don't state what type of railroad. I assume it's either elevated or embankment but which one?

I think EmRR only appear via SSR.

Since you are the designer, I'll take your word for it.
Although, e.g., RR8 does have the terrain depiction of an Elevated (not Embankment) RR.
