Board 50 V5 Bridge level

Hi all,
I have played the 50V5 bridge as if it were at 1 level.
But as there is a portion of level 0 hex at both ends, I think that it actually is at level 0 - thus movement to/from W5 and U6 implies a 1 level change.

50V5 Bridge is at Level 0, with the 50V5 stream at Level -1.

Compare 50V5 with the 13K6 Bridge, which is at Level 1 (by virtue of both ends of the bridge directly joining the Level 1 elevated Road, and being specifically called out in the B6.2 EX).

Rather poor road engineering, IMO.
