You are correct for the single dagger, however Michael is taking about the double dagger, which only shows up in the Pre-Game phase. It denotes setup steps that are done by the side setting up second, in addition to placing OOB counters on the board. About 3/4 down the Pre-game column, "Second side commences setup (also repeat all Steps above marked with "‡")"
