Does rubble count as a building for the purpose of the A10.61 terrain bonus?

I don't think so as A10.61 doesn't mention rubble and B24.1 says:

"A rubbled Location is no longer a building Location and a building totally reduced to rubble is no longer considered a building [EXC: for Rubble Clearance purposes; 24.71]"

Red barricades specifically includes rubble as rally terrain from memory, but rubble is not generally rally terrain adding the -1 to the rally DR.
