All splashes in the game are scaled by the amount of explosive in the particular shell or torpedo. Different torps had different warhead sizes, so their splash sizes vary in the game. But most torps in the game so far had rather smaller warheads than in WW2, so naturally don't make splashes as big. They do, however, usually come close to what you see in U-boat attack photos.I agree, torp splashes must be at least the size of the 380mm ones, or even larger.

I believe you're incorrect. Shells usually exploded when they hit the water (assuming they weren't duds or hit at too shallow an angle and just skipped off the surface). When you're going at supersonic speeds, water is pretty hard .If i understand right torps explode under water, while shells are not, unless they hit something solid, like an armor plate. So shell splash is mostly from kinetic energy, while torp one is from actual explosion.
