Hi Folks,
First 2 sentences of CG9 reads (bold is mine):
For the person setting up second, A12.12 essentially applies with a modification: he is able to conceal Infantry units in Concealment terrain and out of LOS of his opponent's units. After all setup is complete, both sides can then attempt to conceal units that are not in Concealment terrain but are out of LOS of the enemy. Does this sound correct? Thus the person setting up second could still have some Dummy Infantry stacks, as long as they are setup out of LOS of the enemy.

If I am setting up first and thus my opponent has nothing on the board yet, am I able to conceal all my Infantry in Concealment Terrain?
