scrub & candelabra trees

When the rule for 13.7 Candelabra trees is in effect, do the effects of 'scrub' (namely, bog and more mps) go away?

F13.7 says "scrub hexes are candelabra tree hexes instead".
Instead means total replacement.
The MP of the Candelabra Trees are specified, so they replace Scrub costs.
There is no Bog risk in Scrub and no more in Candelabra Trees.
