Rooftop LOS

I'm pretty sure I know the answer...but you guys know how it is...once you start questioning your rules knowledge then all hell breaks loose in your head sometimes...

Anyway...assume there is a unit on the Rooftop of FF7 in each of the below images.

In this first one...does the Debris in BB9 hinder the LOS to the ground level of Z10?

In the second one...does the Rubble in BB14 block the LOS to BB15?

No right? You're 1.5 level shooting at level 0 from one level lower.

In FF7 rooftop, you are at level 2.5. The rubble and debris hexes are only 1/2 level, so you see both hexes behind them.

Pretty sure VotG factories are level 1.5 and in this case rising from map level 0.

Also...the 1/2 level debris and rubble are on map level 1 which makes them level 1.5.

That's what I thought. So hindered thru the debris to any lower level shot with Los and blocked thru the rubble because you're plateaud.
