A SMC with radio in his turn has a FFE:C on board with its blast height in his LOS. However he wants to move and so does not take a radio maintenance check in his PFph, he has thus voluntarily lost contact and Battery Access. In his next DFph he must roll for radio contact and Battery Access for another mission, given that the FFE:C was removed. Is this correct ?

If an observer starts his PFPh/DFPh with an FFE:C on board, by definition that observer does not have battery access, so there is no battery access to lose.

Assuming the observer had battery access to lose, knowingly not rolling for radio contact is not necessarily considered voluntary loss of battery access, which is very counter-intuitive. See the last sentence of C1.22.

Thanks. But because The SMC has LOS to the blast height the loss of contact is according to C1.22 involuntary. Presumably then he has to attempt radio contact again in the next PFph. What about Battery Access ? The FFE;C is removed. Is this correct ?

Yes, that is what I wrote.

Yes it is, C1.34. Note that an observer that starts the PFPh/DFPh with an FFE:C on board no longer has battery access--see C1.21.

Presumably then he has to attempt radio contact again in the next PFph.
The observer can do whatever it likes, but to do an OBA action it will have to attempt radio contact, and, if successful, attempt to gain Battery Access.
