I believe he means it will also include 548 & 447 SS (perhaps even 436 SS for those SS in Finland & Poland). The 447's were provided for in an ASLSK offering and I don't believe the 548 SS have ever been in any official product.

Looks like Festung Budapest has SS counters for 838, 658, 548, 468 and 447 on counter sheet 5. (I don't own FB, but there are counter sheet images on BGG)

Beyond Valor comes with SS 658. I thought some older HASL also have SS, but it looks like FB has the most extensive collection.

Yup, unfortunately it's one I missed out on as well (was a bit tied up and otherwise distracted back then).

I believe ABTF also has some of the "ELRd" SS counters. The rules (R6) call for SS Unit Replacement.

BV3 actually does have some black SS counters, they just happen to have black text as well. DM is on the reverse side for some reason.

Yes a PTO HASL other than Manilla/Tarawa would be huge, hoping for Kohima, Burma and maybe Papau New Guinea, many possible HASLs there.
