Movement exception modifier to sighting task check

Hi

the following came up in our game this afternoon:

A offboard observer is making a sighting task check to place an AR in the Dfph, the unit it is sighting moved in the previous movement phase and moved 1 hex from outside to inside a building.
On the sighting task check there is a + 1 modifier if "the target has entered a new hex/used VBM/been in motion during this player turn" this is further caveated with "dashing or movement totally inside a building /trench/pillbox is not applicable"

Does this apply to the sighting task check or not - the unit only spent movement points in the building but it moved from outside to inside the building - we are not sure if this is counted as totally inside the building or not or whether this only applied if the unit starts in a building, moves within that building and finishes it's movement in a building.

Also does the building have to be a multi hex building - what if it moves from one building hex to a second building hex?

It didn't actually matter to the sighting TC rolled as the unit was sighted regardless of this modifier but would like to get an answer

I think it applies because part of the movement was outside the building. An enemy could have attacked with a Snap Shot as the unit crossed the hexside of the building hex.

I think it applies here too. The movement wasn't entirely within a building, even if the unit was moving from one arm of a V-shaped building to the other.
