Human Wave movement

Unit is part of a human wave. He moves to the left front hex (for example) and is marked with a hex grain range counter. He is now adjacent to an enemy unit one hex further to the left (but still in a forward hex). Must he enter that enemy unit's hex?
A25.2321 says you can't drift further to the left (so no, he can't).
A25.2322 says you must enter the enemy location if it is in one of your front hexes and no one else does (so yes, he must).
??

A25.233 ENEMY UNITS: If a Forward Location enterable by a HW Unit is devoid of armed, friendly units and contains an armed, Known, non-Disrupted enemy unit, the HW Unit must move to that Location,...

I don't think that hex is enterable, since it would violate A25.2321.
