"2.11 PAVED ROADS & WALLS/BOCAGE: During the MPh/RtPh (only), wall/bocage hexsides in road hexes neither block same-level LOS (nor provide TEM) between units/wrecks/Cows-(3.2) in paved road hexes [EXC: Narrow Streets; B31.1], provided that LOS crosses only road hexsides (inclusive of vertices) [EXC: Narrow Streets], thus allowing Defensive First Fire attacks (including placement-of/attacks-by Fire Lanes) and Interdiction. See EX on page SM2."

For RtPh, does the above rule take affect before a broken unit begins routing (moving). IOW, for rout direction, rout target determination and/or possible EFFTR, can a broken unit see down the road BEFORE it starts it's rout. Example:

American rout phase...does the broken US unit in FF14 see the German 447 in BB14 before even beginning it's RtPh? If so, then the brokie in FF14 could ignore the FF15 building and rout over the bocage into GG15 and beyond. If the brokie in FF14 can't see the 447 in BB14 (prior to actually routing) then it would have to rout to the FF15 building and stop.

Which is it? See before routing or not?

Determing the rout target is done in ASOP:
6.2 DURING RtPh:
6.21B
Conduct all routs (A10.5-.52; A19.12; E1.54; G14.41);...

...so with the current wording "During the MPh/RtPh (only)..." - I'd say the rule is applied when determining the rout target, which means in the situation above, the 7-4-7 does have a LOS to the enemy unit in BB14 when it determines its rout target.

Hmm, So, the same effect would happen During the Mph.

So, a unit could BFF and potentially not get shot by the defending unit if the defender wanted to wait until the DFPh correct?

Seems correct yes...

Footnote 3 explains some of thinking/design-decision/trade-offs/etc. behind this rule.
