B20.41 and B33. Dry Stream treated as gully

B20.41 says a Dry Stream is a Gully for all purposes. If that Stream is a Stream-Woods hex, B20.41 would make that a Gully-Woods hex. This suggests and AFV moving through such a hex would take a normal bog check. However, we also have B33.11 which says "B33.11 ENTRY: A unit enters a stream (including a dry stream)- woods/brush/orchard hex across a stream hexside at the normal (for its depth; 20.4-.44) stream cost.

This suggests a Stream-Woods is not the same as a Gully-Woods hex when dry. Give there was no B33.11 when B20.41 was written, I think B33.11 takes primacy and there should have been an EXC or something added to B20.41.

My question:
Does B20.41 or B33.11 take primacy when a Stream is Dry? Would a unit moving along and IN a Dry Stream-Woods hex take a Bog check when entering the Stream-Woods hex?



The higher numbered B33.11 takes precedence.
No Bog check while moving down the dry stream.

The Scenario is smart enough to identify the Dry Stream enacting B33.11 instead of just making it a Gully.

Smart wording.
