AP60 setup question

In AP60 - NISHE NYET!, The Russians have are required to "set up on/west-of hexrow U and >= 3 hexes from the north edge and/or west-of hexrow 3aF". Should the second half of those setup instructions instead read "and/or EAST-of hewrow 3aF"? The West direction forces the Russians to setup outside of the VC area on board 3a and separated 11 hexes from the main setup area on board 49. See attached for a snapshot of the board configuration in VASL, where North is to the top.

The set up instructions are correct, allowing you to set up anywhere on West of hexrow 3aF, thus allowing you to be within within the otherwise prohibited area of 'greater than/equal to 3 hexes from the north edge' when set up on/West of row F on 3a...as well as on/West of hexrow U greater than/equal to 3 hexes from the North edge.
