Hello

So I read this rule and tried it again in game. I was corrected as the FG I created was two levels, one on 0 and the other on 1.

I read the rules further and if I read them correctly, if they had met the requirements of 23.25 they would have been legal.

Is this correct?

board 1, building M5 stairway hex, you have 3 x 447 in N5 L1 (level 1), in M5 a leader with 2 527's L1, in N5 a MMG, 2 x 447 L0, and a 447 in M5 L0, That should be legal.

One that ran N3 to N5 on both levels would not be as there is no stairway.

You are right in both cases.
About example 1, N5 (1st L) and M5 (Grd Lvl) may not FG if not "connected" by one of the other members of the four unit group - same thing between N5 (Ground) and M5 (1L)...
Note that in the second case, all same level guys can FG.
