Zero NVR and movement into hex, plus AFV query

If NVR is zero, but a concealed unit is in an illuminated location, may an enemy unit still enter in the MPh according to E1.13?

Also, if NVR is zero, must an AFV be CE to move in an illuminated location?

See E1.9, an illuminated location is treated as being within the NVR of units with a LoS.

Not too sure what you mean by the circumstances of your question, but I hope the above helps.

As for AFV, I would say that it can stay BU as illuminated locations are within the NVR thus an BU AFV's NVR would be whatever it could see whilst driving within the illumination.

I believe the answer to both of these is that the NVR 0 rule still applies, as there is no exception for illumination.

Even though the illuminated location it is moving into is treated as being within its NVR, the NVR is still 0.

Similarly, Infantry with NVR 0 could not use Double Time or road bonus even while moving in an illuminated location.
