Matrix Games spinoff, wargamer.com, has started an online game server at BattleHQ.
The relevant ladders can be found at BattleLeagues.com for the Steel Panthers series.
The ladder is based on the chess glicko rating system so it is skill based rather than frequency of play, or rung jumping.
If you are registered in the wargamer.com network, then all you need to do is log on and report your battles, its that simple.
I usually play Close Combat II, an older game that is supported at BattleHQ. Since MSN zone dropped Close Combat game rooms, we have migrated to BHQ and are starting to use their ladders to show our support for them.
Does Steel Panthers have an online place to congregate and organise games real time etc?
