OK, I have restarted the campaign. I should probably explain my rationale for this AAR. I am playing the Russians, but in as historical manner as possible. I will not immediately reorganise the Fleet without cause, and am deliberately playing slowly. So Nothing happens for a day or two after the PA attack, and I will ignore what I know about the game to add explanations to what Navy HQ 'see'. Hence there will be things reported that cannot be true about the game, but which I think the commander might have thought in RL. Stark will not be sacked until (unless) he gets killed, or oversees a disaster...

It is with great outrage that I have to report an unprovoked attack by the Japanese Navy on your Majesty's Far East Fleet shortly after midnight last night. A force of some dozen destroyers, supported by heavier vessels attacked the fleet at anchor in the roads of Port Arthur. Fortunately the alert officers and men of your loyal forces spotted the attacking destroyers whilst still out of effective range, and opened a withering fire upon them. It is believed that the attackers fired torpedos at our vessels, however there were no hits. Several of the missiles were spotted passing ahead and astern of the cruisers in the seaward line of the achorage. A commendation is due to the commander of Novik, who was under way within seconds of the alarm being raised and was able to engage several of the attackers. All of the cruisers were able to slip anchor, and make their way out of danger, albeit with light damage. Palladia suffered one hit from the heavy vessels of the attacker, a 10" shell striking her amidships, starting a fierce fire, which was only brought under control with difficulty. Both of the destroyers on harbour watch were engaged by up to half a dozen destroyers and both Rastoropni and Byestrashni were lost. The short batteries prevented the IJN heavy vessels approaching, and drove them off. All remaining vessels were able to withdraw in to the port without further loss. The attacking force lost at least 15 destroyers sunk.

I beg to know your majesty's response to this outrage. No communication as to the explanation for this affair has been recieved from Japanese or neutral sources.

It is with further regret that I report the suspected loss of His Majesty's ships Varyag and Koreyets. They were on detached duty at Chemulpo, and signals received indicate they were attacked by vastely superior enemy forces yesterday. The signals received from Captain Podushkin are attached.

The Gunboat Suvich docked at Port Arthur yesterday, and Madzhur reports no enemy contact and is north of Weiheiwei.

Since my last report there has been no more contact with the enemy. Yesterday, however, word was received at Port Arthur that Japan had declared war. I will thus commence offensive activity as soon as practical, pending word from Your Majesty. To this end, the following changes have been made to the Fleet organisation.
1st Pacific Squadron now consists of:
1st Pacific Division: 16kt Battleships
2nd Pacific Div: 18kt Battleships
1st Pacific Cruiser Div; Boyarin, Bayan
2nd Pac Cr Div: Diana., Palladia
14 DD, attached as 2 DD Div
Role is as a force in being, and a counter to the IJN main force

1st Independant Pacific Cruiser Div: Novik, Askold. Role: commerce raiding and independant scounting

1st Pacific Minelayer Div

Independent raider: Aux C Angara

Similar arrangements have been ordered for Vladivostok:
2nd Independent Pacific Cruiser Div (the 4 cruisers): role commerce raiding and independant scounting
2 TB divs: local defence
Lyena: independent raiding.

All damage from the despicable attack on 9th Inst has been repaired and all ships are ready for sea. Angara will put to sea 15th, to patrol the East coast of Japan, and then proceed to Vl, where conditions are expected to be better for independent raiding. 2IPCDiv will patrol to the west of Japan. 1IPCDiv will scout towards Chemulpu.

As per my last dispatch, Angara sailed at dusk yesterday. At 7:50 firing was heard off the point. This morning Angara reported contact with a Cruiser (Tatsuka - see on). She reports that she forced the cruiser to haul off, it was last seen on fire and at reduced speed. Angara lost one 4.7" mount in the engagement but with no other damage, and is continuing on patriol.
Yesterday afternoon, Mandzhur was approaching PA from her detachment at the start of the war. She reported contact with 4 PCs (2 Chitose class, Takasago and Yoshino). At the same time Tatsuta left her station just on the edge of efective range of the PA batteries and headed south at high speed. Despite fire from the heavy batteries, this could not be halted. Sounds of firing over the horizon continued from 3pm for half an hour, and then ceased. No further word has been recieved from Mandzhur. It is feared she mis-timed her approach, and was sighted by the outer blockade well before dusk. If so, against 4 PCs and a Cruiser, there can be little doubt of her fate.

1 & 2 IPCD sailed as ordered in the night.

I regret to inform you that Angara is missing suspected lost. She is overdue a position report, and last contact indicated she was engaged with superior forces. I consider this to be bad luck and not a verdict on my dispositions. I will thus order Lyena to assume Angara's intended patrol route.

1IPC sailed last night, and was engaged off Port Arthur by a flotilla of Hayabusha class TB. They evaded past them but encountered Tatsuka at very close range, by surprise. Tatsuka was reduced to a wreck in minutes, however, managed to scope a hit with a torpedo starboard side, aft, on Askold, giving 65% flooding, and severe damage control issues. 1IPCD aborted the mission and returned to PA at 2:35 this morning. Askold has moderate damage, and Novik light damage from small calibre guns.

No significant reported activity from 2IPCD.

Lyena has sailed to the east coast of Japan, whilst 2IPC (the Vl cruisers) patrols off NW Japan. They sighted Adzuma and Yakumo, but neither engaged.

The blockade off PA seems to be weak at present, so 1 Pac Sqd has been ordered to sail to engage them. I shall command in the flagship.

No merchants have been captured or sunk yet, but I have hopes of the raiders out now.

Novik has finished repairs.

In accordance with my despatch of yesterday, I sailed with the 1st Pacific sqd in the forenoon of yesterday. The fleet did not encounter any blockade on clearing the harbour. At mid afternoon, about twenty past 3, at the extreme southern extent of my intended sortie, Palladia, my starboard wing cruiser reported smoke bearing N by E, at extreme range. I ordered both wing cruiser sqds to investigate, whilst working the battle line to 15kts, and turning north. About half an hour later, the scouts reported the old chinese battleship Chin Yen, and 3 old PCs, at c18000m, course NW speed 13kts. I ordered my escorting destroyers to join the cruisers, and the two scouting groups thus formed to probe past the enemy to east and west to ensure they had no support. The battleline was turned to intercept the enemy, course slightly north of W by N. The enemy opened an ineffective fire at c11000m. I closed to 8000m, by which point the enemy scored its first hit on Sevastopol (see technical annex). I turned 2 points to port, to open my arcs, and opened fire at c7500m. Four ships enaged Chin Yen (2nd in the line), with Sevastopol engaging the lead PC, and the other 2 engaged by 1 ship each. The enemy concentrated fire on Sevastopol. I progressively closed the range, and angled parallel to the ene,y, who maintained course NW throughout. By half past 4, range was 4200m, and Chin Yen was on fire fiercely, with all the PCs damaged to an extent. Sevastopol was the only ship damaged of our side. She suffered increasing fires, and disengaged to manage her damage. By twenty to 5, Chin Yen was heavily damaged and down to 8kts, range 3500m. The entire enemy force was crippled by this point, and the 4 ships sank between 10 to, and 10 past 5. Only Sevastopol, and Petropavlosk were damaged on our side. This is a significant victory, and will force the enemy to reorder their blockade arrangements.

On other matters, the 2ndIPCS has reported intercepting 2 neutrals with contraband. They were interned in a neutral port. In addition they sank an Aux Cruiser just north of Shinminato.

LAst night, the 1st Destroyer division of 9 DD was despatched to patrol off PA. They encountered Fuso and Takao in the dark. Unfortunately in the ensuing confusion, no torpedo hits were scored, and 3 destroyers were lost. In conjunction with the failed attack on PA last week, it must be viewed that torpedos are much over rated. Unescorted destroyers have no role in modern battle, and I would advise against building any more.

Att: Technical annex on action by 1st Pac sqd.

The enemy fire on Sevastopol from 11000m to c8000m was surprisingly effective. No hits were scored, but significant numbers of light guns were disabled by near misses (splinters and blast).Whilst most were repairable, this was not possible in the action. At c 8000m hits were scored. The first of these started a small fire. With crew at action stations and speed near maximum, this proved very difficult to control. Further hits (often by lighter guns) caused additional fires, to the point that the ship was in grave danger. She had to drop out of the line, cease fire and slow to 4 kts to enable the fires to be got under control. She was able to rejoin the line after about 30 mins. Few if any shells penetrated her armour and no major mounts were effected by the enemy shells, but the fire would have affected them if not controlled when it was. Petropavlovsk would have suffered the same fate, as fire transferred to her when Sevastopol dropped out, however by then enemy fire had considerably slackened.

Tsesarevitch found her torpedos useful, and fired at Chin Yen in the final stage of the battle, however Chin Yen capsized before the end of the expected run time. Thus there has not been a single effective torpedo attack (with the exception of the lucky hit on Askold).

Our fire was increasingly accurate below 4000m, and at 3500m several ships scored 2 and 3 hits per salvo. Effective range in battle situations would appear to be somewhat longer than was feared, although the fantastic suggestions of engagements in excess of 6000m are not realistic. It is difficult to see how sustained fire at these ranges will ever justify the expenditure of ammunition.

The use and mounting of light guns on battleships needs review. Had a light force attacked us late in the battle, the ships that were engaged by the enemy (Sevastopol, Petropavlovsk) would have had not guns to engage tham with.

2IPC reported contact with 2AC (Adzuma and Yakumo) and 7 old PC with DD escorts 300km ENE Ullung at 11:00 am on 18th. They turned north to evade, and spotted a merchant to the NE. Bogatyr was detached and sank the Japanese vessel, before rejoining. The enemy was lost at dusk. The next morning, some 20+ DD were spotted, but they made no attempt to approach and were also evaded.

Petropavlovsk has completed repairs, leaving just Sevastopol to finish the damage sustained in the battle with Chin Yen.

2IPC docked at 9:30 on 21st. The total result of the patrol was 2 neutrals, 2 Japanese Maru, and 2 Aux Cr for no damage. It is intended that they will sortie again at the end of the month.

Lyena reported 2 neutrals captured off Yokosuka at around mid day on that day

In the morning of the 21st the PA gunboat flotilla was ordered to make reconaissance off the port, since no blockading ships were in sight. About 12km from the port they spotted 4 modern PC (Chitose, Kasagi, Yoshino and Takasago). The gunboats successfully lured the enemy into the range of the PA batteries, which damaged all 4 PCs, 2 of them moderately. Unfortunately the batteries were unable to deter the PCs from pressing home their attack on the gunboats, and 5 were lost (Gaidamak, Suvich, Bobr, Gilyak and Otoroshni (sp)). The commander of the batteries has been chastised for failing to do more at a range of only 6k from his nearest guns.

1st Pacific sqd sortied at 7pm on 24th, to sweep the approaches to PA. At 9pm 25km south of the port, Bayan reported 4PCs to the NW, at 2000m. Amost simulaneously, Diana reported 2 further cruisers and some TB to the south. Fire was opened immediately. Fuso and Takao were identified to be the southern group, with 4 TB. Diana and Palladia opened fire on Fuso, which blew up almost immediately. Fire was then shifted to Takao, which went down in about 20 minutes. The battleships line was split - 1st Div turning south to assist against Takao group, and Tsesarvich heading north. The 4 TB were brushed aside and appear to have sunk.
Bayan and Boyarin took hits from what appear to have been the Chitose group, before they lost contact in the dark. Bayan, Boyarin and a DD div headed for the point, to cut off any escape to the west, whilst the fast battleships headed NE to likewise cut off the east. After approximately 30 minutes, the cruisers re-established contact with the enemy. Unfortunately the BB were too far off to assist, and both cruisers took moderate damage, but also appeared to be well on fire. They broke off and turned to PA. Unfortunately the fires could not be controlled and both vessels were abandoned approx 7km south of the port. In order to slow the enemy and prevent their escape, the accompanying DD group were ordered to attack. This was extremely expensive, 5 of them being lost, but they managed to score two hits against Chitose , sinking her, and at least one against Takasago. This slowed the sqd to 13 kts. The fast battleships then managed to finish Takasago. This enabled the remaining two PC (Yoshino leading, Kasagi following) to increase speed to 17 kts. Fortunately Tsesarevich easily able to come in to range by cutting the corner (the enemy being pinned against the coast of the point by this time). Kasagi took further damage, whilst Yoshino accelerated to c22kts and looked like escaping. However Tsesarevich shifted fire and was able to slow her to 18kts just on the limit of visibilty at 3300m. Again by cutting the corner, the 4 battleships then managed to catch and sink her.
Final summary: Fuso, Takao, Chitose, Yoshino, Takasago, Kasagi and 4 TB sunk, in exchange for Bayan, Boyarin, and light damage to 8 vessels, mostly DD.

Analysis of torpedo attack: the attack was only successful because the enemy were in line ahead, parallel to and c2000m off the coast. They turned away from the quarter line of attacking DDs but had to turn back immediately. Two DD penetrated the line as they turned and the two hits on Chitose were achieved at c300m as she turned back. They hit well aft on the port side. The two DD were both sunk, as were 3 more whilst turning away. This action, whilst useful, reinforces the view that torpedos are of very limited use, and gunnery decided this action.

Analysis of main action: It appears that by sailing at night, the fleet managed to interpose itself between the inner and outer blockade, and spotted both forces at once. It is not known why the more modern PCs were inshore and the Takao and Fuso off shore, however the fleet position could not have been better arranged.

Analysis of damage: the damage to Bayan and Boyarin is unknown, but some pentration of main armour by 8" at close range is to be expected (especially of Boyarin of course). Despite this, the ships broke off the action capable of 12+ kts, and only moderately damaged. They were spotted slowing to 7kts, and heading for port. However the fires appeared to build and both were unable to make port. It is suggested that fire is to be especially feared rather than explosive damage, especially following Sevastopol's experience earlier in the month.

Other matters. Lyena reports encountering the gunboat Akagi, and evading her. She has captured 2 neutrals off Yokosuka, and 2 off Kochi.

Lyena docked at Vl, on the 28th, after a moderately successful cruise. No ships are currently at sea.

I am reasonably happy with the first 3 weeks of the war. Chin Yen is no more, as is the Chitose group. The total count of merchants from the raiders is 2 Japanese, and 7 neutrals. I intend to continue as I have been for now, although I would hope to increase the raiding I do on the West coast of Korea when Askold is repaired. I am considering sending Novik ouut on her own, but consider her a little lightly armed to patrol where the IJN main fleet may be encountered (too much chance of a night ambush)

Editors note. The war in the east settled down to a raiding one after the flurry of actions off PA. Only the monthly summary reports will be given whilst this period of the war continues. The only event of note was the loss of the Lyena on 26th of March, sunk by old TBs off the east coast of Japan, on the way back from her 3rd patrol. [my note; in fact I put the battle on auto after the Tsushima straits debacle where the VL cruisers sank 21/22 TB because they acted very stupidly - see my post in the main thread about TB/DD AI! Lyena was well on her way to repeating the Tsushima massacre until I put her on auto as a leveller]. To return to the despatches:

SIre, I have the honour of summarising the month of March:

Activity at PA - none, although Askold repairs completed 31st. The repairs will now allow searching of the west cost of Korea, for merchants and the enemy main strength, about which nothing is known currently. The only force seen blockading this month has been 4 Torpedo Boat Destroyers of the 2nd Div (or at least they were of that division pre-war)

VL: The cruisers patrolled from 2nd to 8th, (Tsushima and Sea of Japan), and from 14th to 20th (Sea of Japan, Tsushima as far as the western exit of the strait). Encountered approx 12 TB in the Tsushima strait midnight 4th March, drove them off without loss. Several TB on fire but no assessment possible of enemy loss .
Sinkings 1st patrol: 4 Japanese merchants, 1 Maya class gun boat and an Auc C
2nd Patrol: 1 merchants, 2 neutrals, 2 Aux C and another Maya class GB, and a TB (these in the western approaches of the Straits of Tsushima, which were otherwise unguarded)

Lyena: Patrolled 2nd to 13th March, east coast Japan. Sinkings/captures: 4 neutrals,
Patrol 19th to -? Contact lost 26th March. Sinkings 1 neutral, 1 merchant.

Total enemy merchant losses for March: 7 neutrals, 6 Japanese.

Total for war so far: 14 neutrals, 8 Japanese.

Summary of sinkings for April 1904;

IRuN: 5 merchants, 3 AMC a gunboat and a mine layer. The merchants were all by the cruisers (1 and 2ICS), off the coast of Korea. Askold and Novik to the west and the Vl cruisers to the east, although by the end of the month Stark was forced to allow the Vl cruisers to patrol the west coast of Korea and the east coast of Japan.
Total merchant losses of the war to date: 14 Neutrals, 13 Japanese.

Editors note. At this stage of the war the IJN was struggling to maintain support for the merchant shipping routes. The Russian battle squadron was intact in PA, and had to be watched. Two Adzuma class ACs tried to bottle up the Vl cruisers but were not up to the task. Only the Russian squadron's studious regard to orders prevented action with them on a couple of occasions but the IJN never felt confident enough to press the issue. Meanwhile both PA and Vl cruisers were making chaos where ever they chose, never being taxed to evade the few heavier ships sent to chase them.

Both cruiser forces had established a pattern by this stage, with Askold and Novik patrolling the West coast of Korea and off the western mouth of the Tsushima straits, whilst the Vl cruisers split their time in the Sea of Japan and the East coast of Korea, or voyages right round Japan.
