SASL and AFPh

I've finally gotten around to playing a SASL game (Sc. 1, cautious advance) Americans vs Vichy French; VF are the enemy in hold attitude.

In the MPh a 457 unit was ordered to move to a VPO which he completed without any DF. Moving on to the AFPh, there is a broken US unit in the woods 3 hexes away (the VPO is a stone building). So I'm looking to see what he does and find NO references to the enemy AFPh. He has a clean shot at 1/2 strength with a +1 modifier.

So, is the AFPh skipped for the enemy, or am I missing the rule(s)?:OHNO:

In the enemy AFPh you take all shots you possibly have and you can even form fire groups...

8.52 AFPh: A Multi-Location FG should be formed in the ENEMY AFPh so to maximize FP. Make a DR {A3} for each such FG to determine the Target (no Action DR is necessary as such was made for the unit during the PFPh). If necessary, use your discretion to limit the size of the FG or to determine its Target. See 4.36 for Human Wave FG.
