Does the HS that is required to start in building BB16 count towards the squad equivalents used to reduce the number of ferry landings in the VC?

As long as there are at least 3 squads and another 1/2 squad in BB16 then you can reduce the Ferry Landings by 1. The reduction is not based upon units in ground levels like the main for set up requirment.
