Too many words...
No. Limit to only one action per RPh:
A3.1 RALLY PHASE (RPh): Both players may attempt to repair weapons, rally broken units, etc. Each unit may attempt only one type of action in a RPh.
Also end of A1.31:A1.31 DEPLOYMENT: ....Regardless of the outcome, neither leader nor squad may attempt any other action in that RPh.
