B7.3 Runway IFT fire TEM

B7.3: Any unarmored unit in a runway hex receives a -1 TEM to all IFT fire resolved against it regardless of fire phase

Say a Gun fires HE at an Infantry MMC in a runway hex, would the DRM apply (ie is it "IFT fire"), and if so, would the DRM modify TH or the effect DR.

My understanding is that, like any other TEM, the -1 would apply to the TH but not to the subsequent IFT dr (unless a CH occurs).
