Q. Does the Roadblock's TEM apply to a DC attack against a Roadblock (in other
words, the KIA against the Roadblock has to be an Original KIA or a Final KIA)?
The same rule also says that: "...A DC attack can affect a roadblock only if it
is Placed/Thrown..." - and if a Thrown DC can destroy a Roadblock the
Roadblock's TEM can't apply, since with the +2 for Thrown it would not be
possible to get a Final KIA if the +2 of the Roadblock TEM is also applied ( DR
of 1,1, + 2 Thrown DC = +2 TEM = 6 -> K/4 on the 30 FP column).

A. A Final KIA is required, but note that hexside TEM is NA if Placed/Set (A23.1).
(So a Thrown DC cannot remove a Roadblock.)
