A23.6 provides that a DC may be Thrown "by any unpinned, Good Order (or berserk) Personnel capable of SW use during any friendly fire phase (or Defensive First Fire) instead of Placed during the owner’s MPh.” Based on the language: "[+3/+4] if Thrown from a non-stopped/Motion vehicle/Cavalry” (emphasis added) in A23.6 (and similar language in the “IFT DRM” box of the IFT Table), there is difference of opinion and practice as to whether a DC may be Thrown by an ATTACKER unit during its MPh. In addition to the foregoing language, proponents also cite the Glossary definition of Non-stopped: "(a vehicle, during its MPh, that has not expended a Stop MP since its last Start MP expenditure):” (emphasis added).
