No, :OHNO: . I misinterpreted 4.1 On-Map Command for the CSA. Only when Johnston and Beauregard both are on map things change. In that situation, Johnston can only issue orders by Army Commander Initiative.

Yeah, it's been two weeks or so since I read all the rules, but I don't recall any special rule that the CSA can't give Corps orders.

Johnston has some limitations until / unless he becomes the army commander. But I don't recall any rule regarding only giving Division orders.
