We played that it means the central hex row, which comprises 1/2 hexes of each board, is in bother the west and east setup zone.

Klas is correct...the overlay hexrow that sits on the half-hex seam is within both defined setup areas.
I assume you are looking at this in VASL? If so, be aware that the board 18a hedges do not appear in the SSO for ASL 292 (but the board 19a hedges do). Not sure why this happened, but it will be fixed soon.

Looking at the Russian assault engineers (circle E and two smoke with DC icon) in a number of products, and some have underlined morale (SaP and FB) and some do not (TotR and VotG). Is there a historical logic to this, or is it just how the designers were feeling/thinking that day?

The 6-2-8 AE from VotG are correct as they are.
The 6-2-8 AE from Budapest are correct as they are - HASL-specific version.
The 6-2-8 AE in TotR have incorrect broken Morale Level.
The 6-2-8 AE in Doomed Battalions, v4 are replacements for the incorrect in TotR.

Yep. I'm interested in the underlined morale. Also all assault engineers are sappers in FB but not SaP so there are design things going on.
