E1.2 SCENARIO DEFENDER: The Scenario Defender in a night scenario may use HIP to set up 25% (FRU) of his onboard squad-equivalents (using squads and HS only [EXC: Japanese include crew MMC also]) and any SMC/SW that set(s) up with them in the same Location. The Scenario Defender may set up his remaining forces concealed, receiving Dummy counters equal to the number of squad-equivalents in his OB either at start or (separately) as reinforcements.

----------

The Scenario Defender's OB is three full squads and one half squad. How many Dummy counters does he get (three or four)?

Basically this is a FRU/FRD question. The rule doesn't specify for the Dummy counters, but it does use FRU earlier in the rule for HIP.

I think the FRU mechanic applies only to the HIP units the scenario defender gets. Hence in your example 3.5 SE x 25% = 0.875 FRU= 1 SE.

But when it comes to the number of Dummies, there is no FRU. So 3.5 SE= 3 Dummies.

Since you only have three squad equivalents, you only get three dummies.

Today I stumbled across a Q&A that I somehow missed originally which directly addresses this and confirms everyone’s conclusion:

E1.2 & E1.411 The Chapter E Clarification for these rules makes reference to squad equivalents in at-start OB for HIP/dummy concealment/-Cloaking. Is this FRU or FRD?

A. FRU for HIP; no rounding (effectively FRD) for dummies & Cloaking. [Compil2]

If I may add a question onto this, if it is 2 squads for set up and 1squad for reinforcements; does the defender get 3 dummies for set up or does the defender get 2 dummies for set up and 1 dummy for reinforcement.?

I think the scenario defender would get 2 "?" counters at start, and 1 "?" counter with the reinforcements. I know 1 "?" counter for units from entering offboard is useless.
E1.2 has "The Scenario Defender may set up his remaining forces concealed, receiving Dummy counters equal to the number of squad-equivalents in his OB either at start or (separately) as reinforcements."
