Festung Budapest 13.9 - Arrow Cross Half-Squad ELR Failure

What happens to an Arrow Cross Half-Squad that breaks and ELRs? Does the italicized "EXC" in FB 13.9 mean that it does not Disrupt and thus just breaks with no further consequences for failing its ELR?
