A10.51 refers to Known Enemy units (not routing ADJACENT to them, nor closer to them).
Can a concealed unit temporarily drop concealment during the RtPh, become Known, then regain concealment in much the same way that a unit temporarily drops concealment to strip concealment on an enemy unit performing a concealment loss action? Does it matter if there are no GO units friendly to the broken unit that can see the concealed unit?
I think not. My understanding of Known Enemy unit is that it has to completely drop concealment (including concealment of any SW it may have and regardless of LOS to that unit) and wait until the end of their CCPh to possibly regain concealment. If they don't want to drop concealment they can't effect the rout of enemy units. (There is a tactic of waiting until a unit has started routing to drop concealment and force them to change directions but that is not related to my question.)

I dont think so. Based on the rule section copied out and cowtra:

The owning player can voluntarily
remove any concealment at any time during his or his opponent’s Player Turn
[EXC: between when a Sniper target hex Random Location DR (14.2) is
made and the Sniper counter is relocated]. If the only Good Order enemy
ground unit in LOS is itself concealed when a concealed friendly unit
makes a concealment-loss action (other than breaking or being Reduced/
Wounded), that enemy unit must completely forfeit its “?” momentarily
(without revealing its possessions, to prove that it is not a Dummy) if it opts
to force the friendly unit to lose his; the viewing unit’s momentary forfeiture
of concealment is instantly regained.

I think not too. To strip concealment only requires a GO unit, whether or not it is concealed, but to affect a rout the unit has to be Known, unconcealed.

I not sure if you are talking about a broken unit in open ground but thought I read somewhere on this forum that a concealed unit that could interdict a broken unit didn't have an option.
They would automatically have to drop concealment and interdict.

You can't have your cake and eat it too in this situation...LOSE ? to affect the unit, otherwise you are not KNOWN.
