If we use the Pleva scatter method suggested in the email, there is a possibility that a wreck could end up in a building. Should we re-roll that too?

Even if it was in the building, it could still hinder LOS through the hex, strange though that might seem. It would also increase the MP cost for vehicles to enter the hex, so it wouldn't just vanish!
