Genuinely out of interest. Do you think this is the case or do you think Western propaganda is playing a merry tune. Like, those Russians have been on the cusp of defeat pretty much since the war there began and yet, they recently booted the Ukrainians out of Kursk right?

There's another form of Impulse Movement for Infantry that deserves attention. IPM with a participating leader (W7.42) is a useful mechanic that designers may wish to apply to troops of other nationalities by SSR in a couple of situations:
  1. Scenarios that feature poorly-trained troops or armed forces with less well-developed tactical doctrine, especially for actions prior to 1942
  2. Scenarios featuring a formation that is trying to advance in coordinated fashion through difficult terrain (thick woods, deep snow, uneven ground, etc...) in an era before portable radios were available at lower echelons

As a side note, conversely, a HW can also be called by a SSR if the historical situation requires it. In the ecz6 Diurnal Assault (tournament's Director Pack), VPs are assigned or taken away from the Russians based also on the number of HW deployed during the scenario. Still not mandatory for Russians, but it helps a lot if they organize at least one HW.
