Hazardous Movement DRMs application

A crew is pushing a gun. An Ordnance (GUN 25LL) is firing at it with AP (no HE). The crew is under Hazardous Movement conditions. Does the DRM -2 apply to the to hit only or does it apply to both first the To Hit and, if the target is hit, then on the 1FP column as well?

The -2 applys on the TH unless it is a critical hit, then it applys on both.

A 20LL gun might have an IFE and roll without a TH. In that case the -2 HM applies on the IFT.

A French 25LL AT has no IFE.
So it depends which Gun.

Beware of possible multiple hits if you roll doubles.
