Building Blaze(hindrance)

Friend and I are going to be playing Scenario 1, Fighting Withdrawal. There is a mild breeze blowing towards the east and two building hexs start the scenario already on fire. I know a blaze wreck is a +2 hindrance but I am having trouble finding the specific rule for building blaze. I think it's +3 but I can't find it in the RB. Just to confirm the amount of drifting smoke is equal the the hindrance with a mild breeze?

Regular smoke has a +3 hindrance. In the mild breeze, it will rise to level 2 rather than level 4 (B25.2).

As you correctly surmise, there will be three drifting smoke counters.

An original (non-dispersed) Smoke is +3. The smoke in the hex with a blaze is the normal +3 smoke,, B25.2, and A24.4 and A24.61 talk about original and drifting smoke, which is +2. This is for non-WP smoke; WP has different values, +2 and +1.

For that scenario you'll need lots of drifting smoke counters, and you'll probably even have some drifting smoke on Level 1 counters, with the ground level clear.
