Where do I find the explanations for the blue background movement points? I think the counters came in ABTF but I can't locate anything in the ABTF rules.

Why of course it does. Elemental, blue means sky, therefore they can see the sky.

The black counters description is printed on the last page of chapter R.
On LFT scenario cards, we use the same symbology as the vehicles silhouettes are in full color. And in case of red MP (ie, US halftracks), we have added a sky blue stripe on top of the counter ;-).

Hate this "innovation" (nothing personal). Could have had white vehicles on black for the SS open topped vehicles. I don't like "color" vehicles and figures either on counters as it introduces too my "noise" for my tastes and makes it harder to identify the counter.
