Does a path in woods cost 1/2 MF extra?

I don't see a clear answer or QA.

I'd venture a no to adding an extra 1/2 MF, as per E3.64. A unit using a path is entering non-Open Ground terrain in that hex, even when on the path. IOW, it is not Bypassing the woods, and despite the possibility of crossing an Open Ground hexside to enter the woods via a Path, the unit appears to statisfy the EXC.

B13.6 PATHS:
A woods or brush hex containing a thin brown line such as 24W7 or 24W8 (or cB4 of Deluxe ASL) is said to be crossed by a path. A path allows entry of that hex through the path hexside by Infantry/Cavalry at a cost of one/two MF—not two/four. Otherwise, a path has no other effect on a hex (i.e., inside the woods contour the path is woods; outside the contour it is not).
E3.64 MOVEMENT:
In Mud, all ground units must expend an extra ½ MF (or one full MP) per Open Ground (see 3.65) hexside [EXC: if entering non-Open Ground terrain in that hex], as per 3.9. Double Time and Leader MF bonus are still applicable.
