Do the withdrawal mechanics of A11. 21 apply to infiltration withdrawall A11. 22 or ambush withdrawal A11. 41?

The Withdrawal Mechanics of A11.21 apply to all forms: "standard" withdrawal from CC (A11.2), Infiltration withdrawal (A11.22), and Ambush withdrawal (A11.41).

So, presumably, even an Ambusher cannot withdraw carrying greater than its IPC, and and any unit will be eliminated upon withdrawal into a concealed enemy's Location.
