Wire in shell hole hex

A unit is entering a shell hole hex with a wire counter in it. Can the unit use the 2 MF‘s to be on the wire and not subject to FFMO ?

Yes, but it will make moving under the Wire that turn more difficult since it will have 1 less MF to do so. Of course if you aren't planning on trying to move under the Wire that turn it doesn't matter.
