A unit emerges from a Sewer location to Ground Level Location (an intersection of 3 roads). There is a Wire counter in the Ground Level Location. Is the Unit placed above or beneath the Wire?

Above I believe - B26.4: "...However, when entering a Wire Location (regardless of phase), they are placed on top of the Wire counter..."
