There are 4 wind states
Gusts (WC DR of 12 I believe)
Heavy Wind
Mild Breeze
No Wind
From No Wind a successful wind change result, increasing the wind goes to
Mild Breeze, then a dr must be made to determint the direction.
NRBH but I think from No Wind you need a Wind Change DR of 2 then a
subsequent dr of 5, then you have to roll 1 die for direction.
Gusts occur regardless of the current Wind velocity, but the other three
can be affected byt DR 2 and subsequnt dr to go up or down.
