The Soviets had the RRAB-3 which they used against the Finns in '39, which seems to precede German use.
They also had the PTAB, 2.5 kg HEAT bomblets that were dropped in bulk from IL-2 bomb bays, though mainly from '43.
The LW & RAF also used a two pass system, dropping standard HE bombs to de-roof buildings with the following aircraft dropping small incendiary bomblets, a bit like the RRAB-3.
