Am I correct that the only time an HIP unit can be put on-board concealed is in rout or to deny concealment?
I understand that they can be put onboard unconcealed at almost anytime (EXC in A12.14), but it seems like those two are the only options to come onboard and still be concealed. Right?

See last sentence of A12.31, it's all there.

Another time is when you want to move the unit, probably from the area your opponent didn't attack to where he is attacking and the idea of him guessing where your unit is no longer is as important.

My (sleazy?) idea was to be able to go from HIP to onboard concealed in Rally before my opponent would convert an SR
into FFE to force an extra chit draw, but alas it will never happen. Probably for the best.
