Scenario is Fighting Withdrawal. Victory Conditions = exit more VP off southern board edge than enemy.

If the Finns exit a squad (2 VPs) off the board, and that squad had with it a Russian squad as prisoner, does the Russian player get 4 VPs for his prisoner squad being exited off the board as per rule A20.1 (i.e., doubling victory condition value)?

Captured units count normal for the capturing side during the game and double at game end, barring a specific exception to this (some scenarios do this in their victory conditions). Note that in your example above, the Finns would get 4 VP initially (2 for the squad, 2 for the captured squad), and 6 at game end (doubling the 2 VP for the captured squad). The Russians would not get any credit for their prisoner squad exiting, only the Finns (the capturing side).
