Can a vehicular FT fire within its hex, other than while conducting an overrun?

Yes. By Q&A a hex is ADJACENT to itself.
An exception would be a bow mounted FT in an immobilized vehicle. It can only attack unit entering the hex across it's VCA hexsides.

Or in Bypass: it cannot fire in the obstacle it is bypassing.

What about side mounted FT like on the German halftrack or turret mounted FT. if teh TCA is vs the building while in bypass?
In both those cases the hex being bypassed is in the weapon's CA, and it may attack. In the case of a bow-mounted FT the hex being bypassed is not in the weapon's CA, and the FT may not attack.
