In addition to. Smoke dispensers also do not deplete [EXC: T34/85 (others?)] or malfunction.

They are in addition to, but note that you can only try one kind of smoke per player turn...

For example, some tanks (British ones come to mind) have multiple kinds of smoke dispensers... They can pick one and try, or they can fire ordnance smoke in Prep Fire or Def Fire.
