Vehicle actions while in a melee hex

Can a still mobile vehicle in a hex with infantry in melee make a motion attempt during the enemy players MPh (provided otherwise able)?

Can a vehicle in a similar melee fire a sD? sM?

The vehicle is not held melee, so it may make a motion attempt. However, if the vehicle is the only unit that is holding the enemy in melee, those would be immediately released from melee if the attempt is successful (A11.7)

I also believe that the vehicle can make a Smoke Dispenser attempt in this situation as a smoke dispenser is not a weapon (and it does not make an "attack"), so it is not restricted by A7.212.

Agreed he can use any sort of smoke dispenser including a sM to place smoke in a distant hex.
